Senior Capture Manager

Position Overview:
Govplace is searching for an accomplished, visionary, creative and aggressive Capture Management leader to support our rapidly growing systems integration business. This individual will be responsible for leading prime contract strategic capture efforts and establishing the foundational processes that the organization will use in such pursuits going forward. As a critical component of the new business development process, this individual will play a critical role in ensuring successful attainment of the company’s long term vision and goals.

The ideal candidate will identify the resources needed to pursue a business opportunity; develop, initiate and oversee bid strategies, pricing, teaming, and proposal strategies; and manage the transition from business opportunity to proposal development to award. Furthermore, this candidate will enhance the review, capture and proposal development process for the company. This position is based in Reston, VA.

The Senior Capture Manager will:

  • Ensure the successful capture of all qualified strategic opportunities in the federal division.   Govplace currently has a pipeline of several qualified opportunities in a variety of agencies.  Capture of these strategic contracts will lay the foundation for the continued growth and development of the company.
    • Assess all existing opportunities to determine likelihood of capture and


                -   Establish plan and milestones to define bid/no-bid on each.

              - Conduct executive debrief of opportunity specific capture               strategy for each deal.

    • Establish pipeline of net-new strategic opportunities (IDIQ or Task Order) for consideration of pursuit in 2010 and beyond.
    • Define qualified pipeline of at least 6 qualified opportunities targeted for capture in 2010.
    • Capture at least 2 new tasks or contracts
  • Establish comprehensive capture management, and proposal development methodology. Govplace has had substantial success in capturing strategic opportunities. This repeatable methodology will provide for consistency in execution and predictability in stakeholder engagement.
    • Review all existing capture and proposal development processes.
    • Define comprehensive set of roles/responsibilities/expectations of all stakeholders and provide training to all parties.
    • Establish a pipeline of opportunities for 12 months from which to build staffing requirements (development, capture and delivery).

The ideal candidate brings proven success in capture management roles requiring extensive interaction with customers, partners and all internal stakeholder organizations working cross-functionally in a fast-paced, highly dynamic environment. The candidate should have experience in all facets of federal contract capture management, business and proposal development including content development, face to face customer interaction, distributed resource coordination, pricing, teaming, and all other activities required to ensure the most efficient, comprehensive capture effort possible.  

The ideal candidate will also demonstrate a clear understanding of best practices associated with all elements of the capture process including, but not limited to: capture plans, bid/no-bid, gate reviews, win theme development, proposal development, pricing, and stakeholder/resource coordination. The successful candidate will be a leader who is sales-focused, responsive, creative, strategic, proactive and hands on, with the ability to work with all levels of management.

Experience in capturing contracts in DHS, DOJ, DHHS and/or business development experience is a huge plus.  Technical writing capability is also a plus.
